I am thinking of buying a MacBook Pro 14in M4, but I want to watch DVDs and listen to CDs on it. What is the best external DVD/CD drive to get that would be compatible with a new MacBook Pro 14 in. M4?

Pretty much any optical drive out there should be compatible and work fine. There is no specific brand or type for this. It's a universal standard now.
Known brand include Asus, Dell and HP. Make sure it's connected directly to the Mac via a proper adapter, or using an externally powered USB hub. Non-powered hubs and cheap adapters are known to cause issues.
