Tapping on the screen when device is blank does not work.
The setting 'Tap to Open' is 'on'.

I want to make sure that we are talking about the same setting here. Are you saying that in Settings>Accessibility>Tap or Swipe to Wake is turned on? Is that correct? If so, have you tried a swipe? I have that setting on and all I need to do is tap on the screen for it to wake up. For it to get to the Home Screen, you would need to enter the passcode or if you are using Face ID, to look at the phone for it to unlock.
