You have an iPhone released in 2019, six years ago. There's no telling what you got since it's used. You suggest the health dropped 7% in one month. What is the actual health of the battery in Settings > Battery > Battery Health? If it is 80% or less, the useful life of the battery has been used and the phone needs a new battery, which you can pay Apple to replace at your closest Apple Store Genius Bar.
It's always risky buying used iPhone's from someone.
There are ways people have found to artificially boost the health of a battery before selling it. I'd guess they did that to your phone. If you like the phone and believe you paid a fair price for a 6 year old iPhone, then keep an eye on the battery health and pay Apple to replace the battery when you dip to 80%.
