I have a list on my iPhone 13 of blocked messages containing two voicemails. The callers themselves are in my contacts and not blocked, and I can listen to the voicemails, but they’re still marked as blocked. How do I unblock them?

If the voicemail is blocked then report it to your phone carrier, that is their feature.
