How to manage Focus mode notifications on iPhone 14?

I can't select apps to receive notifications when I'm in focus mode don't disturb, the list of apps to choose from simply doesn't appear

Why can't I add apps for notifications in iOS 18 Focus mode? In iOS 18 I’m struggling to add apps for allowed notifications in focus mode. I don’t see any app at all in the list to include in the allowed apps. I tried some tips I found here about allowing notification in the Lock Screen at settings>notification. Apps not showing up in Focus IOS 18.5. I am no longer able to add any apps into my focus. I currently have one app allowed for notifications in my Do Not Disturb, but when I go Settings>Focus>Do Not Disturb>Apps there is simply a search bar and an empty screen. Searching apps does not give any results. I have notifications on for many apps so that is not the issue. This issue also occurs in Reduce Interruptions and I have to settle for switching on Time Sensitive Notifications. Please note that switching to “Silence Notifications From” has the same lack of results.

Any restrictions set up on your iPhone? Can you add apps in other Focus modes?
