require network access to launch Camera app ?

We manage a set of iPads for special-needs users and have enforced complete network lockdown via MDM (no Wi-Fi, no cellular).

Recently, we restored and updated one iPad to the latest iOS version (currently iOS 18.5), and now the built-in Camera app cannot launch, showing a prompt that it requires downloading components, but since the device has no network access, it fails.

I would like to ask if Apple has officially announced so that we can re-formulate the policy.

Given your description, logic may dictate that you may need to relax your MDM-applied policy - at least temporarily.


Otherwise, you might be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.


Alternatively, you can initiate and manage your support cases from Apple devices using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:
