I am trying to watch a video from my Ipad on my Roku TV. The tv mirrors the ipad, but the video won't play.

apps and also websites can choose to block their content from being airplayed, as airplay strip their content of it's DRM, enabling people, in theory, to copy the material. when it works for other things then I would suspect that to be the case.
though some apps also have their own airplay option in the app itself and when they do one should use that rather than the normal mirror
