How do I fix “iPhone is partially set up” after DFU restore via iTunes?

Hello! For last couple of days, I restored my iPhone using DFU and iTunes (windows pc) many times, and every single time I restored it, it shows “iPhone is partially set up”. Can it be somehow fixed? Are there any files or entries that cannot be fully wiped through DFU iTunes restore? Or is there, unlikely, some kind of a virus(probably not)

P.S. I wanted to 100% fully clean reinstall the system on my iPhone, and as I know - iTunes DFU restore is the only way to do this, but this message “iPhone is partially set up” really annoying.

Probably because iTunes activates your iPhone after you click some button on your PC after the restoration with your iPhone still connected. I recently restored mine on macOS using the Configurator App. By mistake, I clicked on the restored device name in a Finder window, and the content on the right displayed some activating message. This suggests that the computer somehow modifies the iOS's untouched state, leading the iPhone to think the modification exists and wasn’t done by itself.

The solution is simple: once the restore completes, disconnect your iPhone and avoid clicking anything on the computer.

Try going into Settings in your iPhone.

It may say something about finishing setting up your iPhone. If it does, it will be prompting you to visit screens where it wants to set up things like Apple Pay. If you don't want to use Apple Pay, just go into the setup screen which it wants you to visit; then cancel out immediately. That will clear the "nag" on the phone.
