How can I access/recover my old Apple Account on a new iPhone?

My son’s phone was damaged beyond use and he relied on it for all of his passwords, including his Apple account. So when new phone arrived we could not set it up with previous Apple account so I created a new Apple account to get the new phone up and running so we could then reset the password for his old account. Now when I try to sign him into his old Apple account, it tells me that email is taken. How can we get his new phone into the Apple account that he used with the old phone?

Old phone has his previous id. We were unable to sign in with this id on new phone because the phone itself was damaged beyond use and he didn’t know any of his passwords, he always relied on his phone for the passwords. So we were unable to access his actual Apple account because every means needed to try to reset the password that he couldn’t remember we’re all in accessible because he didn’t know the password to his email account, his Apple account and the phone number linked to it was destroyed in that phone. So when new phone came, it would not let me proceed Setting it up without putting in an Apple ID so I created a new one just to get the phone set up I thought I would then be able to sign him in to his previous Apple account, where all of his items are stored in the cloud, but it is telling me that that ID is taken. I don’t understand because it’s his previous ID why he can’t have access to it on this phone.

If it is saying that then you aren't trying to sign into his account, you are trying to create a new account. The two actions are very different. Read this support article to learn how to sign in with an Apple Account on various kinds of devices --> Sign in to your Apple Account on the web or in your device settings - Apple Support

For an Apple Mobile device:

1. Open the Settings app.

2. Tap Sign in to your [device].

3. Enter your Apple ID and password.

4. If prompted, enter the six-digit verification code sent to your trusted device or phone number and complete sign in.

If another Apple Account is signed in you may need to enter the password for that account to sign out of that account first.
