I want to sell my iPhone back to Apple because I can no longer use it. I bought it secondhand, and it has gone into activation lock, and the person from whom I bought it is nowhere around.

You do have a problem. And your problem is you likely bought a stolen iPhone, which Apple will not only NOT buy from you, but Apple won't help you unlock it for anyone to use. So you have a totally useless and valueless phone, which cannot be used.
The only thing you can do with the phone is recycle it responsibly. You can drop it off at any Apple Store.

Apple does not purchase phones from users, no matter what country you might be in.
Unfortunately, the phone that you have is worthless. Please drop it off at the recycle center.
In addition to Bob's information, Apple won't even take a trade in on an activation locked phone.
You most likely have a stolen phone in your possession. Turn it over to the police, if the original owner has FindMy turned on and the police find out you have it, you could be arrested for having stolen property.
