On my iPhone, can I show a certain picture for all calls? I know how to assign a photo to a specific contact but my question is: How can I show a specific picture for ANYONE who calls?

Assigned One Photo for All Callers:
You Can't. As of this date, there is no option to change the default photo for all contacts at once. So, to change the default photos for all contacts on your iPhone, you would need to edit each contact one-at-a-time, in the Contacts app by selecting the new photo for each one.
Recommend this to Apple:
Do your Part: Report this to Apple. Apple may not get back to you directly, but the more feedback Apple receives on this, the more they will know what is their customers prefer, and what and what features to include in updates to come. Apple will know nothing of your thoughts, if you don't provide them with them.
