iPhone's side volume button cuts ringtone off

I purchased a ringtone. It is sufficiently turned up in the settings portion. However, when a call comes in and I try to turn the volume down using the left volume button externally the ring tone itself stops and I cannot hear it anymore. Does anyone else have this problem?
