That's called Attention Aware. It's supposed to do that, because with Attention Turned on, your phone knows you're looking at your screen and it automatically lowers the volume of the Ringer. It's actually a great feature, but you can turn it off if you want by opening Settings > Accessibility > Face ID & Attention

They do by design reduce volume as soon as the FaceID detects you are looking at it (and therefore don't need loud ringtone)
