Why are my MAC addresses still changing with Private Wi-Fi turned off

I have several Apple devices connected to an apartment Wi-Fi. You have to register the MAC address to your account to allow those devices to access the internet. Once registered, every few days the MAC address will change again, making me register those devices again.

Private Wifi is set to OFF on all devices, yet they still change.

Is there a way to make them from stop changing randomly?
