Hello, please tell me how to disable accounts in which my phone number is indicated as the Apple payment system for other users

You cannot remotely remove your number as the payment option. As there is no place that lists were your number is being used.
You would need to check each of the accounts of anybody you may have shared your number with and see if it's on there and remove it directly from there.

If you are the Family Organizer on a Family sharing group, then you will get charged for purchases initiated by any other member of the family group unless youn turn off Purchase Sharing.

Outside of that, verify the SMS messages are actually real. It could just be a scam.

Then either someone is sharing your payment method, and you need to figure out who, or the SMS messages you are getting are just scams.
Also, check that Mobile billing is supported by Apple wherever you are in the world.

If its not, then it's almost certainly a scam.
Subscriptions are paid by phone number (money is debited from the phone balance) maybe I linked my phone number to someone for payment, but I don't remember who and I want to unlink my number from all third-party accounts.
Messages come in SMS from operators that there are not enough funds for payment.
I called the operators, they can't help because they don't see who is trying to write off
Where are you seeing this indication exactly?
Are you perhaps the Family Organizer in a Family Sharing group?
Please clarify and provide details about the what the issue is exactly.
