Unable to turn on tracking on iPhone 16 Pro

I need to turn on Tracking in order to use apps such as KashKick and Swagbucks, but it’s greyed out. I’m on the iPhone 16 and have updated it to iOS 18.6. I also have the correct birthday in my phone and am over the age 18, but it keeps saying that I don’t meet the minimum age requirement. I’ve looked at other forums and questions that people have asked for over an hour and tried everything. I’ve signed out of my Apple account, I’ve reset settings, I’ve restarted my phone, I’ve even changed my birth year in my phone to make me one hundred years old, I’m still not old enough to turn on tracking. When I reset settings, tracking turned on momentarily before turning itself off. I didn’t touch anything, it just turned off and greyed itself out. I’m not signed into a work or school account on my phone. I have my own singular phone plan. As far as I know, I meet all the requirements to be able to turn on tracking but my phone seems determined to not let me. I don’t use a VPN, and have never installed one.
