Unable to enable access for another app in Photos on iPhone
when i open my photos app i can’t enable access for another app

Are you trying to give an app Photos access? If so, that isn’t done in the Photos app. You must go to Settings > Privacy and Security > Photos > [select the app] > Then choose Limited Access or Full Access.
