how do i change my icloud password if i dont have access to my old number

My husband doesn’t have his phone number anymore and the phone is inactive but we forgot his iCloud password so he’s not able to download anything but when we try to change the password it won’t let us with out the old phone number and also it asked for the old password in order to change it but we don’t remember it .
