what should i do if my iphone 14 display has gone out 3/4th with green and pink colur after updation?
When I contacted the Apple care centre,I was informed that it would cost Rs 25000( INR) and also around Rs 3000/- for service charge

What you should do it schedule an appointment at your Apple Store Genius Bar or Authorized Apple Service Provider and show your phone to them. It will likely require a screen replacement. Unfortunately, there is no magic wand we can wave over a phone which has a hardware failure.
It's as Smilin-Brian suggests, unfortunate your screen has likely failed, updates themselves don't usually cause hardware issues. Unfortunate coincidence, perhaps? But if your phone is no longer under warranty, or you didn't buy an AppleCare+ Plan, then no, Apple won't likely offer a free screen replacement, if that is what your phone may need. Anymore than your car manufacturer will fix your car for free if it is no longer within warranty. Or for that matter, any product. Electronics can fail at any time. My expensive Samsung 65" 4K TV screen failed outside of the warranty. I had to purchase a new TV.
Sorry, I didn't mean to use the magic wand to get my phone repaired. I was just asking for suggestions. Since the error occurred during an update, I want to know whether an Apple service provider would repair it free of charge.
