I have a promotion to save a $1000 off a I phone 16 . Should I get that or wait for the 17? I want to get the pro max 1tb …..are the prices going up $1,000? For tariff.

If that "promotion" isn't coming from your carrier, it's probably a scam.
It's not uncommon for carriers to offer deals like that both before and after new models are released.
The real issue with those is they tie you into a multi year payment credit plan that guarantees you'll maintain service with them, usually for a high priced premium plan.
AT&T does that every year when new models come out. I take advantage of it to get the new model because I have no intention of or incentive to switch carriers.

No one here works for Apple, so as users on this user to user only forum, we have no information at all about what, if anything the tariffs may do to iPhone pricing.
Sounds like you have a really great opportunity to save some money now. The question you'll have to ask yourself is if you use your discount now and the 17 comes out, if there are features you'd rather have, it will be too late. That's a decision you'll have to decide.

Sounds like someone is trying to get rid of their iPhone 16 stock before the new release.....
Even if you do decide to get the iPhone 16 now, you'll probably be able to sell if for close to, if not more than what you paid for it, given the huge discount you'll be getting. At that point you use the money toward an iPhone 17.
It is currently unclear how tariffs will affect iPhone prices.

That’s an impressive discount, if it is a new iPhone model off Apple list price, and not involving a (big) contract subsidy, not involving some usurious borrowing rate, and not an outright scam.
But it is entirely your decision.
That would depend on his location though, the USA tariffs would not be a thing for purchases sent from the production country to other countries
