Return the phone for a refund immediately. You don't want that phone, as there are very likely other issues that you will run into.
Only buy a refurbished phone from Apple.
Unless refurbished by Apple or a major cellular carrier, many "refurbished" Apple devices only get a wipe-down to remove exterior smudges.
The high demand for Apple products means there is fertile ground for unscrupulous people to foist used devices in poor condition on over-eager buyers. Caveat emptor.

Where did you purchase this refurbished phone, was it from Apple? I suggest returning it to the place you purchased it for a refund, as it appears that it is not working correctly.
