How do I block ads on iPad and iPhone?

Apple did not implement a way to do this natively, so I would recommend a third party app such as pie or Adguard, they are safe apps I use time to time.

Blocking ads in what apps? For browsers, there are ad blockers (as noted above). If you mean something else, like games, that would depend on the app or game. Some will allow you to pay for the privilege of not having ads. Some won't.
