I’m trying to get the Japanese version of Project Sekai but the only way I have seen it is to make a whole new apple account with addresses and phone numbers etc.. is there a way I can just get the app without all those steps? Can apple just put the app in the IPad somehow?

Since Project Sekai has different publisher around the world, Japanese version can only be downloaded from Japan region App Store, even if it's the same game. And you'll need a Japan region account.
It's developer's choice to enable or disable their iOS app availability on iPad.
Creating a new account probably won't be enough. You would also need a credit card or bank card connected to you at an address inside Japan.
Not all apps are available in all countries. It is up to the developer to choose where they wish to have their apps distributed.
