Has anyone experienced this issue?
The service center suggested replacing the main board.
The computer works perfectly — no heat, no stuttering, nothing unusual — except for the fan running at maximum speed all the time.
Paying $1,000 just to fix a noise issue seems crazy. What do you think?

I do not see any of the component readings displayed that would trigger a fan to full speed. However this Apple article:
Keep your Mac laptop within acceptable operating temperatures - Apple Support
suggests third-party temperature apps may not measure inside case temperatures.
It also has other suggestions for diagnosing overheating.
In addition, I recommend disabling the fan control app to at least eliminate it as a suspect. If the fan returns to idle with no other apps running and fan control off, that could indicate the fan control app is reacting to a false reading.
If Apple Diagnostics returns a bad temp sensor code, that will usually require a new logic board to correct. There is a link at the bottom of the AD article HWTech linked that goes to a translator sheet for any codes returned.
