iMessaging requires that mobile data be provisioned on your carrier’s calling plan (or WiFi) AND that you’ve registered your number.


Set up Messages on iPhone - Apple Support


If you can’t turn on or sign in to iMessage or FaceTime on your iPhone - Apple Support
