Can’t pay back the billing

I recently tried to download an app but couldn’t because it says I owe Apple money. The issue is that I never actually received the product in the first place, so I thought I didn’t need to pay for it. I tried to pay it back since the amount was small, but every time I attempt to add a payment method, it just keeps loading and won’t go through. Would redeeming a gift card fix this issue? I honestly just want to be able to download free apps again.
