Unable to set alarm time on my Apple Watch Series 10

Apple Watch series 10 and iPhone IOS 15. Alarm quit allowing me to set the time. Deleted the app and finally figured out how to reinstall. Still the same issue. The little orange dot that one would move to change the time refuses to move. Tried finger and stylus to no avail. Has something changed in the process that I don’t know about?

So have you simply tried restarting your watch and the iPhone it’s paired to?

Have you tapped, say, the minutes if that’s what you want to adjust (16 in your example) then turned the Digital Crown?

This is not possible.

The Apple Watch 10 uses watchOS 11. watchOS 11 requires iOS 18 or greater.

Apologies; I misinformed. I have an iPhone 15 that is at iOS 18.6.1. And my Series 10 watch is at watchOS 11.6.1. So, I should work . . . Right?

Yes, but it will not allow me to change the time other than the time that I turned on the app. Example: it now reads 4:16 (PST) and will not allow me to change the time in any way.
