Apple Watch digital crown no longer able to change the time in certain apps

Since updating to iOS 11 I have noticed that the digital crown only works sometimes. It does not work to set the time in the alarm app or to scroll within the timer app I did an erase and reboot and reconnect which fixed it for about an hour and then it went back to the previous problem. There is a Reddit thread on this so I’m not alone with this issue. The digital crown works fine for other apps as far as I can tell.
