4k Videos don't upload to Icloud as 4k but as 720 x 1280.

How do I upload my stored 4k videos from my iphone to my icloud as a 4k video and nothing lesser?

I've uploaded, with my iPhone 13 Pro, a 4k (2160 x3840) 52.8 MB HEVC video to my icloud storage. When I log into my icloud account via the icloud.com website to download the video onto my windows 11 pc, my video downloads as a 720 x 1280, 2.9 MB video instead. I have hovered over the download option (cloud with arrow) to get download options with no options becoming available. I have long clicked the download icon with no success either.

I have "download and keep originals" selected in my icloud settings for photos on my iPhone. I am nowhere near reaching my storage limit on my icloud.
