iPhone 16 Pro Max on GSMA blacklist despite winning at an international championship

I recently won an iPhone 16 Pro Max at an international championship, but it turned out that this iPhone was blocked by the operator and is on the GSMA blacklist.

I have all the evidence that I really won this iPhone at the championship, I have certificates and videos where they gave me this iPhone. I live in Uzbekistan and now I can't connect a SIM card, what should I do and will I be able to solve this problem? Thanks in advance for your answer
