Account email and iCloud locked out

I have a new phone. i want to set up my old email but i have forgotten the password so i am locked out of the account. it also happens to be my icloud email and password. password recovery process is to send me a code to my email which i cant access obviously. I am completely stuck. Please tell me there is another way to unlock everything.
