You can recover a deleted file from iCloud by following the steps here. They will be recoverable for 30 days unless you also deleted them from the Recently Deleted folder, and in that case they are not recoverable.

I am unclear what you are referring to about someone hacking into your account and you deleted the file. No one can get into your account unless they have physical access to your device and use the Passcode, or they have your Apple ID and Password. You can view if there are any other devices that are logged into your iCloud by going to Settings > [name on top], and scroll to the bottom. Any device there can add files to your iCloud. If there is a device there that is not yours, then tap on it to remove it and follow that up by changing your Apple Account Password.

In addition, any apps that you have gave permission to save files in iCloud can do that as well. You can view the apps that have access to iCloud by going to Settings > [name on top] > iCloud > Show all. Turn off iCloud access to any app you do not want to save files there.
