If you're referring to the time at the top left of your iPhone screen, you can't change how that entire line of status icons looks. But you can choose a wallpaper with a darker background, which will make the status icons much more legible.
Here is how my home screen looks with a darker wallpaper:
If you want to be able to read the time more legibly, YES, choose a wallpaper with a more solid, dark background.
