I received a text that says: Hello An*****, Andrew with AV. We issued 3 notices. If ignored, 843 items will be removed in one day. Secure files. Is this a phishing scam?

Sounds like the same scare tactic used in all phishing messages. The other red flag would be if they want you to call a number or click a link and provide any personal information. That is something you certainly would NEVER do.
Yes, it's a scam. Delete it and move on.
Unless you have made modifications to your devices OS the tools and commands needed to compromise it are not available to hackers or scammers.
Keep your device up-to-date and more importantly, stay vigilant!
