FWIW, for VM PIN and Greeting changes, I’ve always found it to be MUCH more consistent and reliable to change them “directly” within the carrier’s system by “dialing in” to their VM “recovery” number.
Once all is set there, “update” the PIN (if changed) in the phone to match what has already set w/ the carrier.
Ask your carrier, as a starting point.
