Contacts are not included in a backup; they sync from one or more mail servers. So you need to add the email accounts to the new phone that you had on the old iPhone, and enable Contacts for each account in Settings/Apps/Mail/Accounts.

Did you restore your new iPhone from the backup of the old one?

If you did, make sure that in Settings/Apple Account/iCloud/Saved to iCloud/See all -> Contacts are enabled.
