You don’t need to update the 11 before transferring by Quick Start to your 16. Just do the transfer.

If that was necessary you could never transfer from an iphone 8 for example.

The update may only be 8 GB but it will need much more than that to download and unpack. I generally recommend you have at least double the amount of space. So, I'm not surprised you can't download it.

However, as LD150 points out, you shouldn't need to update.

Don't Fill your iPhone 100%:

Fulling your iPhone 100% will cause it to stall, and ultimately no run. I would urge that you keep it at a minimum to 40% full. If you fill it to the top, then you might have to restore this to factory settings. So, look into remming some unnecessary items (i.e. iTune Purchases), and then adding them back, when needed.
