Focus is not working properly on iPhone

I have created 3 focus modes:

1- personal that should turn on when I reach home.

2- work that should turn on when I reach to work.

3- sleep that should turn on at a specific time.

my issue is that personal and work will not work together only one of them will turn on automatically but the other one despite the fact that I selected the location but it won’t work.
