Looks like a hardware issue, but have you tried rebooting your Mac? A good way to confirm it's a hardware issue is to take a screenshot (Command-Shift-3), and if that looks normal then it's most likely an issue with the display hardware. In that case, your Mac needs service.

I agree with @neuroanatomist that it is most likely a hardware issue with the laptop's Display Assembly which will need to be replaced.
