What is the best photo animation software for iMac?

I don't know of any app that would do such a thing and a brief google search suggests strongly that this si something that might be done using AI. As my knowledge of such matters is nil, apart from recommending you search for 'Image to video' in Google and see the results, I'm afraid I have little more to offer.

Please explain what you mean by "animate"? Do you mean pan and scan across an image? The Ken Burns effect? Something else?
