Find My not sharing my Apple Watch location after leaving the house

Whenever I leave the house and the watch (Ultra 2 with cellular) disconnects from the iPhone and makes a cellular connection it never updates my location in the find my network.

Just did a test when walking the dog and asked my wife to see my location on her phone - it said I was at home still although I was a mile away. She also used my phone to look at My Devices in Find My and it showed my watch at home.

so the problem does not seem to be with sharing my watch location with individuals, it is failing to share a location at all.

I validated the watch had location working as both maps and the Find My app on the watch showed where I was.

On the phone it says to share location from iPhone and Celllular watches.

On the watch it says from my iPhone and this watch.

as far as I can tell everything it setup correctly (Find My Network on, location etc).

why is this still not working?
