Okay so with a new phone i got a new apple id, and im still getting charged for the icloud storage which i dont have anymore. So i signed onto my apple account and went to subscriptions but it just doesn’t seem to be there to cancel?

You say you signed onto your account but you didn't say which one. You have to sign into your old Apple Account. That's the one with the subscription. The subscription will keep on running until you cancel it.
