one of my iPad mini’s screen stays dimmed. I have compared all display settings to my other iPad and they are the same. Both have current iOS versions. Both are the same age, bought same day. Why can’t I brighten one mini but not the other?

Try to backup the iPad, reset it to factory settings and restore the backup. There is a small chance that it might correct display issues.
Otherwise, this might be a hardware issue. Stop by an Apple Store or an Apple certified service center to have them diagnose the issue.
The light sensor might be obstructed. Try to clean the screen, especially near the front camera.
Does the luminosity change when you increase it in Settings > Display & Brightness?
Did a cleaning, no change.
