Apple ID Compromised with Passwords and Phone Number Changed

Please support me on this matter. My main Apple ID was compromised for a while, yet it was only recently that I discovered about it. My account details, including phone number and password were changed. As such, I am unable to log devices out since I am required to prove a phone number I DO NOT recognize AND a new password I do not know. I currently have 2 active devices where I have used them for years with the said account, an iPhone and a MacBook. Currently I am unable to log out or request a reset of my password. I have read the guidelines for when Apple ID is compromised but so far none has addressed my situation where both the password and the phone number for two factor authentication is changed.

Were you using two factor authentication? If you were instead using Apple older security method of Security Questions, those were prone to social engineering hacking (in my opinion particularly how Apple had them designed).
