I turn on my phone (iphone 15) and I see the typical alarm stop/snooze screen, but when I press “stop” or “snooze”, nothing happens. The alarm screen will not get off of my phone. I can’t even get into my phone. I’ve tried to shut it off and shut it back on, but that feature won’t even pop up when I hold down my top volume and power button.

You didn’t you had tried the correct force restart as above but if you did, without effect, then the phone needs restoring in recovery mode. Or repairing.
