How do I get someone’s account off my iCloud when it’s no longer showing it in any settings

Somehow someway every time I try to update my YouTube app it asks for my ex’s iCloud password. His account has never been on my iPad. He’s never even logged in on YouTube. Every time I look in the settings there’s nothing that says he was ever even logged in there’s nothing that says he’s still logged in so why does that one purchase always ask for his password and how do I remove it?

Your ex downloaded the YouTube app and it is linked to his account. That was either done on your device with his Apple Account signed in or a previous device that you used to restore the iPad from a backup.

IdrisSeabright provided the correct solution. You will have to delete Youtube and download it again, where it will then be linked to your Apple Account.
