Retailers routinely run advertisements/promotions at a cheaper price to drive traffic. Costco is no different and each retailer is allowed to set their own prices. It would be illegal for Apple to mandate that devices must be sold at any price point. Since you have to pay a yearly membership fee for Costco, cheaper prices should be expected.
