Unable to access iCloud for additional iCloud storage purchase

I am trying to access my iCloud in order to buy more iCloud storage but it won’t let me access it/ click it and I’ve tried all the info that’s already out there on how to fix it

Take a look at the message displayed at the top of your page. You have to accept the new Terms and Conditions of iCloud to continue using the service.
