New iPad - unable to use landline for two-factor authentication

I work at a non-profit and recently we just bought the iPad 11(the one with A16 chip), iOS 18.3.2 and I'm trying to verify our phone number which is a landline. When I choose "Verify with Phone Call", I never get a call with the code. I've tried multiple times and nothing. We do not have an extra cell phone so as of now, this is our only option.

I wouldn't worry about it as much but I'm also trying to get a co-worker to share an AirTag but it says the account doesn't have Find My setup or the account associated to the email doesn't exist. I'm assuming it doesn't recognize the new Apple account as valid until I get 2 factor authentication working. I'm not sure, the requirements for sharing an AirTag are not clear. Worst case, I will just have them delete the AirTag and move it to the iPad(we use it to track keys that some keep losing). I'm only using them because they had an iPhone and everyone else has android.
