How is the list of sharing destinations derived?

IOS 18.6.2, iPhone15 - How is the list of destinations to choose from made when wishing to "Share"? It seems to vary depending on factors I have yet to determine. Specifically, when I try to share voice recordings from the Notes app I made with the telephone app, some audio files I can share with Onedrive, and others don't offer me that choice.

I thought it might have been due to the length/size of the recording, the one I was having difficulty with was 30 minutes long. But I just recorded another call, this one 3 minutes, and I also am missing the Onedrive destination.

If I try to share with WeTransfer, or email, say, I get a text file that says "message Recording" a few bytes in size. (Maybe it's "AUDIO Recording, I don't remember exactly.) Any further info on this somewhere?

• Problem: The Share sheet destinations on iOS 18.6.2 can vary depending on file type, app support, and system rules. Some apps (like OneDrive) may not accept certain audio formats from Notes, which is why the option sometimes disappears. Sharing very short or very long recordings doesn’t necessarily change this — it’s mostly about compatibility.

• What to try:

 • Check file format: Notes saves voice recordings as .m4a; some apps only accept specific audio types.

 • Use the Files app: Export the recording to Files first, then share from Files → OneDrive — this usually works for all recordings.

 • Update apps: Make sure OneDrive, Notes, and iOS are up to date.

 • Convert if needed: If a recording won’t share, try exporting or converting it to .mp3 or another widely supported format.

• Conclusion: This is not a bug in iPhone — it’s how iOS decides available Share destinations based on file type and app support. Using Files as an intermediary is the most reliable workaround.

What irks me about it is that it's inconsistent, in that some conversations I *am* able to save to Onedrive, some not. Everything else being the same as far as I can tell, so it wouldn't be permissions, it's not file format otherwise it wouldn't work for any recordings, tried using Files, still creates a text file with Recording.txt in it, updated everything, nada. No idea how I would export it so even less how to convert it.

Might be interesting if you could reproduce my problem... You'd need Onedrive, and to try recording a short call, then a 30 minute one, even if it's just dead air.
